必須
- Previous experience working with Compliance functions in Wholesale Banking or Asset Management, preferably with Financial Crime
- Bilingual ability (Japanese and English) to manage stakeholders and vendors across Tokyo, Hong Kong and London
- Previous experience leading cross-regional and cross-functional projects
- Previous experience with project management and reporting tools
- Ability to manage multiple stakeholder communities with varying levels of experience
- Ability to conduct key stakeholder and sponsor interactions with sensitivity and maturity
- Ability to build strong partnerships with stakeholders (business owners and functional SMEs) of the programme
- Ability to effectively escalate and resolve cross-regional stakeholder conflicts
- Ability to develop impactful written presentations and participate effectively in meetings with senior staff
- Ability to work under limited supervision (‘self-starter’) in unstructured environments
- Intellectual strength / flexibility to rapidly understand complex problems and rationalise these into a workable solution which can then be delivered
- High level of drive, commitment to achieving solutions and ability to work under pressure
- Familiarity with different delivery methodologies (particularly Agile)
- Familiarity with documentation tools (eg. Confluence, Visio)

- Certifications in project management are advantageous (e.g. PMP)

仕事内容
Department Overview
- The Chief Transformation Office consists of full time programme and project managers, business analysts and PMOs, with responsibility for global and/or cross-functional projects and programmes, as well as delivering projects for functions that do not have their own dedicated change teams. The team provides consistent governance and oversight and is not functionally aligned, thereby ensuring impartiality when servicing multiple functions. We work closely with our stakeholders and sponsors in the line and maintain close working relationships with Technology partners, both internal and external.
Programme description
- The Financial Crime function within the Compliance department are embarking on a global transformation initiative to implement a new Transaction Monitoring platform. First phase of the project implementation for International regions (EMEA, Asia Pacific and US) is complete and major second phase of the project will be implementation in Japan across Wholesale business lines.
- The program involves design and implementation of the industry-standard Transaction Monitoring platform (Quantexa). This includes following:
- Validation of risk typologies in-line with Global Anti-Money Laundering policy and local Japan regulations
- Confirming design of risk scores and business requirements are fit for purpose
- Project planning to ensure data sourcing from multiple source data systems
- IT development and testing (SIT, UAT etc)
- System tuning and alert threshold setups
- Alert review process and operating model designed in alignment with new platform
- User training and go-live activities
Role description
- Project Manager based in Tokyo for Transaction Monitoring transformation program, line reporting to Compliance Program Manager based in London and local reporting to Japan Head of Financial Crime
- Single point of contact for regional stakeholders across the workstreams of the programme
- Deliver a cross-regional centralised product design, global operating model and standardized process
- Work with multiple vendors, internal teams across Compliance SMEs, IT SMEs and any other required Nomura functional SMEs to formulate an integrated project implementation plan and track delivery
- Organize and run global working groups and project steering committee with regional Financial Crime SMEs
- Managing project risk through global alignment of implementation strategy i.e. selection of appropriate solution approach, prioritization of stakeholder demands and managing conflicting priorities across compliance, technology and vendors.
- Escalate key risks, issues and decisions to Compliance Program Manager and ultimately to Japan Head of Financial Crime and the Global Head of Financial Crime
- Regular status reporting up to all stakeholders
